Um, I actually have the answer to this? Which makes me feel like a total nerd. But it's that he grows the goatee when he's training so that he can create more drag, so that when he shaves it off, he can swim even faster.

Yeah, but that's not a goatee. That's like an Agent Cochese 1970's 'stache.
is it mean to say he's fugley? in a i don't know him so i'm going to objectively judge him and reacting against all these obsessions with him, in most angles and goatees like this only confirm the weirdness.
Is that from a porno?
It's just unfortunate, is what it is.
Who would want to kiss ANYONE with facial hair like that? Seriously.
